  1. The hated Zhodani (Psions infiltrated into the Imperium)

  2. Ine Givar (Terrorists for the Zhodani in Imperial space)

  3. Vargr Corsairs (or other Pirates)

  4. Organized Crime (On each World or Cluster - all on the Imperial Marshall's watchlist)

  5. Corrupt Corporation (CEO or lower ranked Corporate Officer - watch RoboCop)

  6. Deranged Noble (aka Baron Harkonnen from Dune)

Minor Criminals are just Thugs and such, with maybe a decent Leader here or there.

Don't forget Mercenaries can be good but be sent to do something bad. aka "Sarge, why are we here?"
